Axis 2: Social Viability of Infrastructure Projects

This research axis focuses on the early development phase (front-end) of construction and infrastructure projects, emphasizing their strategic relevance and long-term social viability. It specifically examines project selection processes, the qualitative and quantitative assessment of their social, economic, and environmental impacts, as well as the proactive management of risks and uncertainties that may emerge as threats or opportunities during project implementation and operation.  

The objective is twofold:  

1. To improve decision-making practices in the early stages of projects in order to direct public and private investments toward projects that generate sustainable social value.  

2. To draw lessons from ex post evaluations, by comparing expected benefits with actual outcomes, with a view to organizational learning and the continuous improvement of evaluation tools.  

More specifically, this axis seeks to address the following questions: 

  • How can project selection and design processes be strengthened to maximize the social value of infrastructure projects?  
  • What evaluation methods are most effective in estimating the long-term, tangible and intangible impacts of infrastructure projects?  
  • How can the quality, transparency, and legitimacy of pre-project studies (e.g., cost-benefit analyses) be improved to encourage greater citizen involvement in decision-making?  
  • How can the social benefits of infrastructure projects be recognized and valued on par with their economic or financial returns? 

This research axis contributes to better governance of major projects by integrating sustainability, social legitimacy, and accountability into decision-making processes in contexts of uncertainty.
